- Qualifying child care homes skip state licensing: benefit, low. Beginning July 1, 2026, qualifying family child care homes do not need Tennessee licensing or a state licensing exemption. Operators must hold a U.S. Department of Defense certificate under 32 CFR 79.6. Homes must serve only eligible patrons, as defined in 32 CFR 79.3.
