## Summary

Fertilizer and lime permit requirements. Amends the provisions governing the permit requirements for bulk lime materials to add a distributor who holds a valid license to distribute a regulated product, as defined in the bill, to the list of people who can sell bulk liming material. The bill also removes duplicative language relating to (i) when a permit expires, (ii) the cost of obtaining a permit, and (iii) the authority of the Commissioner of Agriculture and Consumer Services to issue written notices and collect fees for failing to obtain a permit.

## Bill overview: provisions PRIA read

- Bulk lime buyers get compliance guarantees: benefit, low. Authorized bulk lime sellers must guarantee buyers that they followed Virginia's rules for selling and delivering the material. This protects farmers and other buyers by requiring an assurance of legal compliance. The provision sets no specific payment or remedy for buyers.
- Bulk lime sellers lose yearly license fee: benefit, low. Virginia removes the separate contractor-license requirement for bulk lime sellers and its $50 annual fee. Related permit-renewal and late-fee rules are also removed. Authorized sellers include registrants, licensees, licensed regulated-product distributors, and contractor-applicator permit holders…
