15% Ozone Progress Demonstration

EPA is proposing to approve Ohio's 15% Reasonable Further Progress (RFP) demonstration showing that the Cleveland area achieved a combined 15% reduction in ozone precursor emissions (VOC and/or NOX) between the 2017 base year and the 2023 RFP year. Ohio attributes the RFP reductions largely to Federal onroad mobile source regulations reflected in MOVES3; EPA will accept comments through February 3, 2025.

NNSR Program Approval for New Sources

EPA is proposing to approve Ohio's nonattainment new source review (NNSR) program for the Cleveland Moderate ozone area under the 2015 ozone standard. The NNSR program includes requirements for greater emissions offsets for new or modified major stationary sources; EPA is accepting comments on this proposal through February 3, 2025.

State I/M Program Proposed Approval

If you drive in the Cleveland nonattainment area (Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit Counties), EPA is proposing to approve Ohio's motor vehicle inspection and maintenance (I/M) program into the State Implementation Plan for the 2015 ozone standard. EPA is accepting public comments on this proposal through February 3, 2025.
