QHSOs exempted from website registration
If an organization serves people with mobility limits from advanced age, disability, or low income and it receives funding from any program in the Coordinating Council on Access and Mobility (CCAM) Program Inventory, that organization (a Qualified Human Service Organization, QHSO) will not have to register on the FTA charter service website to get charter service. The rule would remove the old Appendix A (created in 2008) and keep the CCAM Program Inventory (which identifies 130 Federal programs) current on the FTA website to reduce registration burden for many QHSOs.
No new costs or requirements for recipients
FTA says the proposed changes remove supplemental appendices and make non-substantive edits but do not change regulatory requirements, so the rule has "no expected economic effect." The agency also determined the proposal would not have a significant effect on a substantial number of small entities and OMB did not treat it as a significant regulatory action.
