Summary
The Coast Guard wants to create moving safety zones around ships carrying big, oversized cargo in the busy Los Angeles-Long Beach port to keep everyone safe and avoid traffic jams in the water. 500‑Foot Moving Safety Zones
The Coast Guard would create a safety zone covering all navigable waters within a 500-foot radius of any vessel carrying oversized cargo while it is transiting into, out of, or within the Los Angeles‑Long Beach port complex. No person or vessel may enter that zone without permission from the Captain of the Port (COTP) or a designated representative; permission requests must be made by hailing VHF‑FM Channel 16 or calling (310) 521-3801. Each transit is expected to last less than 24 hours, and enforcement times will be announced by Broadcast Notice to Mariners or Local Notices to Mariners.
Small‑Entity Economic Finding
The Coast Guard certified under 5 U.S.C. 605(b) that this proposed rule would not have a significant economic impact on a substantial number of small entities. The agency asks any small business or organization that believes it would be significantly affected to submit comments explaining why and how it would be harmed.
Protester Coordination Requested
The Coast Guard says it respects First Amendment rights but asks protesters to call or email the listed Coast Guard contact to coordinate protest activities so messages can be received without jeopardizing safety or security. This is a request to coordinate protest timing and location around safety concerns for vessel movements.
