Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

NSR Permit Rule Updates for San Joaquin Valley

The EPA is proposing to update the San Joaquin Valley portion of California's State Implementation Plan to revise the District's New Source Review (NSR) permitting program for new and modified sources under the Clean Air Act. If you operate a facility that needs permits for new or changed pollution sources in the San Joaquin Valley Unified Air Pollution Control District, these proposed rule changes would apply to your permits and review process.

Deferral of Clean Air Act Sanctions

The EPA is making an interim final determination that will defer the imposition of Clean Air Act (CAA) sanctions tied to its earlier limited disapproval. This deferral postpones the start of CAA sanctions associated with that prior action.

Clarification on Visibility Federal Implementation Plan

The EPA also proposes to revise regulatory text to clarify that the San Joaquin Valley Unified Air Pollution Control District is not subject to the federal implementation plan related to protection of visibility. This clarification addresses which regulatory program applies to the District.
