US Hits Melamine Imports from Five Countries with Duties

Published Date: 1/29/2025

Notice

Summary

The U.S. has found that melamine imports from Germany, Japan, Netherlands, Qatar, and Trinidad and Tobago are hurting American businesses because they’re being sold too cheaply or getting unfair government help. This means new trade rules and possible extra taxes will kick in to protect U.S. makers. These changes start soon and could impact prices and imports in the melamine market.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

U.S. Melamine Industry Found Injured

If you are a U.S. melamine manufacturer, the U.S. International Trade Commission found on January 23, 2025 that imports of melamine (HTSUS subheading 2933.61.00) are materially injuring the U.S. industry. The finding covers imports from Germany, Japan, and the Netherlands that Commerce found to be sold at less than fair value, and imports from Germany and Qatar that Commerce found to be subsidized.

Suspended Liquidation for Trinidad & Tobago Imports

The Commission determined on January 23, 2025 that imports of melamine from Trinidad & Tobago (HTSUS 2933.61.00) threaten material injury and noted that it would not have made that finding but for the suspension of liquidation of entries of subject merchandise from Trinidad & Tobago. The suspension of liquidation on those entries is referenced in the Commission's decision.

Qatar Finding: Subsidies Not Dumping; Antidumping Probe Ended

Commerce found that melamine imports from Qatar were subsidized, but Commerce also found Qatar imports were not being sold at less than fair value. The Commission published notice of its termination of the antidumping duty investigation on imports from Qatar on December 20, 2024.
