Storage Field Capacity Increase
The project will convert about 10 billion cubic feet (Bcf) of cushion gas to working gas and add a 12,000-horsepower compressor and 5.88 miles of 30-inch loop pipe in Harrison County, Texas. That will raise the North Lansing Storage Field peak withdrawal from 1,240 MMcf/d to 1,420 MMcf/d, and the company estimates the project cost at $96,871,349. Natural says the expansion is fully subscribed and will meet shippers' needs in the Gulf Coast region.
Public Participation Deadline and Rights
You can file comments, protests, or a motion to intervene in this FERC proceeding at no cost; the intervention deadline is 5:00 p.m. Eastern Time on February 13, 2025. If you intervene, you gain party rights such as requesting rehearing of Commission orders and later challenging orders in the U.S. Courts of Appeal.
Environmental Review Timing Rule
Within 90 days of this notice, FERC staff will either complete its environmental review and place it in the public record or issue a Notice of Schedule for Environmental Review. If a schedule notice is issued, it will show the anticipated date for the final environmental impact statement (FEIS) or environmental assessment (EA), and federal authorizations must be completed within 90 days of issuance of the FEIS or EA.
Clean Water Act Section 401 Certification Required
The project requires a water quality certificate under Clean Water Act section 401 from the Railroad Commission of Texas; Natural must submit a copy of its certification request and either the certifying agency's decision or evidence of waiver to FERC. This step is required before FERC authorization proceeds.
