US Keeps Taxes on Chinese Quartz to Shield American Countertops
Published Date: 1/30/2025
Notice
Summary
The U.S. is keeping extra taxes on certain quartz surface products from China because stopping them could hurt American businesses. These taxes help stop unfair pricing and unfair government help from China. This means importers will keep paying these duties for now, protecting U.S. companies and jobs.
Analyzed Economic Effects
2 provisions identified: 1 benefits, 1 costs, 0 mixed.
Duties Stay on Chinese Quartz Imports
Importers of certain quartz surface products from the People’s Republic of China will continue to pay antidumping (AD) and countervailing (CVD) duties because the U.S. Department of Commerce and the International Trade Commission decided not to revoke those orders. Commerce published a notice continuing the AD and CVD orders after finding that revocation would likely lead to dumping, countervailable subsidies, and material injury.
U.S. Producers and Jobs Protected
U.S. manufacturers of quartz surface products and related workers are protected because the continuation of the AD and CVD orders is intended to stop unfair pricing and unfair government subsidies from China. The Commerce and ITC determinations state that removing the orders would likely lead to dumping, countervailable subsidies, and material injury, so the orders remain in place to protect U.S. companies and jobs.
