Azur Air Export Ban Maintained
The Bureau of Industry and Security modified the temporary denial order to update Azur Air's address to Office 29, Vzletnaya St. 57, Krasnoyarsk, Russia 660020, and the ban on Azur Air participating in transactions involving items subject to the Export Administration Regulations (EAR) remains in effect. The Order is effective immediately and will remain in effect until September 20, 2025 unless renewed.
Broad U.S. Export Restrictions to Azur
The Order bars any person from exporting, reexporting, or transferring (in-country) to or on behalf of Azur any item subject to the EAR, and prohibits actions that facilitate Azur's acquisition, possession, control, financing, or servicing of EAR items. These prohibitions apply now and remain in effect until September 20, 2025 unless renewed.
Safety-of-Flight Carve-Out Limited
The Order allows narrow exceptions for transactions directly related to safety of flight, but only if authorized by BIS under section 764.3(a)(2) of the EAR. Businesses that need to export or service items for safety-of-flight purposes must obtain BIS authorization before proceeding.
