Named Firms Barred from U.S. Exports

You cannot export, reexport, or otherwise participate in exports of U.S.-origin items subject to the Export Administration Regulations if you are one of the listed Denied Persons (including Kirill Gordei and Apelsin Logistics Inc.). The Order is effective February 6, 2025 and lasts 180 days, during which the named individuals and companies may not apply for or use export licenses (except narrowly for safety of flight).

U.S. Parties Must Stop Doing Export Business

If you are a U.S. person or company, you may not export, reexport, transfer, finance, service, or otherwise facilitate exports of items subject to the EAR to or for the listed Denied Persons for 180 days starting February 6, 2025. The Order also bars others from benefiting from transactions involving such items with the Denied Persons.

Narrow Safety-of-Flight Carve-Out

Some activities directly related to safety of flight are excepted from the ban if authorized by BIS under section 764.3(a)(2). This means certain safety-of-flight exports or services involving the Denied Persons may proceed only with BIS authorization during the 180-day period that began February 6, 2025.
