Summary

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Preliminary Permit Gives Filing Priority

NOW NE005 LLC filed for a preliminary permit (docket P-15384) on November 27, 2024. If issued, the preliminary permit gives the permit holder priority to file a full license application during the permit term, but it does not itself allow construction.

Permit Does Not Allow Construction or Trespass

A preliminary permit does not authorize the permit holder to perform land‑disturbing activities or to enter onto lands or waters owned by others without the owners' express permission. This means landowners in the project area cannot be entered or disturbed by the permit holder without giving permission.

New Hydropower Capacity and Infrastructure

The proposed Lock and Dam C1 Hydroelectric Project would add two new turbine‑generator units of 5,100 kilowatts each and is projected to generate 39.79 gigawatt‑hours annually. The proposal also includes a new 97-by-170-foot powerhouse, a 75-by-60-foot substation, and a new 34.5‑kilovolt, approximately 1.9‑mile transmission line in Saratoga and Rensselaer Counties, New York.
