Gas Pipeline Expansion in PA and VA: Environmental Review Underway!

Published Date: 3/19/2025

Notice

Summary

Eastern Gas Transmission and Storage, Inc. is planning to build new natural gas pipeline facilities in parts of Pennsylvania and Virginia to deliver more gas to Maryland and Virginia. The government will review the project's environmental impact and expects to finish this review by August 8, 2025, with final decisions by November 6, 2025. This means local utilities could get more gas soon, but the project must clear environmental checks first.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Local utilities to receive more gas

If you live in Maryland or Virginia, local natural gas utilities in Frederick County, MD and Loudoun County, VA could receive an additional 67,500 dekatherms per day of gas delivered from Pennsylvania. The project would enable that extra delivery once it clears environmental review.

Requests for full Environmental Impact Statement

Virginia agencies and environmental groups asked the Commission to consider preparing a full Environmental Impact Statement (EIS) instead of an EA, noting an EIS requires more stringent public participation. If an EIS is prepared, it would change the review process and public participation requirements compared to an EA.

Nearby residents raised air quality concerns

A landowner near the Leesburg Compressor Station noted air quality concerns about the station and the proposed expansion, and Loudoun County's Office of Emergency Management suggested EGTS hold a community meeting for nearby residents. Nearby residents may have health or quality-of-life concerns during expansion.

Environmental review timeline and public comment

The Commission will issue an Environmental Assessment (EA) on August 8, 2025 and the EA will be open for a 30-day comment period. Federal agencies must reach final decisions by the 90-day deadline of November 6, 2025 under the Commission's schedule.
