Cboe Wants Options on Commodity Bundles for Savvy Investors

Published Date: 3/19/2025

Notice

Summary

Cboe Exchange wants to let people trade options on Commodity-Based Trust Shares, which are like special investment units tied to commodities. This change affects investors and traders by giving them new ways to invest and trade starting soon after approval. It’s a smart move to keep Cboe competitive and offer fresh opportunities without extra costs right now.

Analyzed Economic Effects

5 provisions identified: 5 benefits, 0 costs, 0 mixed.

Options Allowed on Commodity ETFs

Cboe proposes to amend Rule 4.3 to allow the listing and trading of options on Commodity-Based Trust Shares (commodity-linked ETF-like units). The change would let any Commodity-Based Trust Share that is approved to list on a primary equities market qualify as an underlying for options on Cboe once the Exchange's initial listing criteria are met.

Faster, Cheaper Options Launches

The Exchange says the proposed rule change would allow options on qualifying Commodity-Based Trust Shares to commence trading without a separate public-comment filing, using Rule 19b-4(e), which can significantly reduce the time and costs to bring such options to market.

More Hedging With Listed Options

The proposal would give investors the ability to hedge commodity exposure using exchange-listed options on Commodity-Based Trust Shares instead of transacting in the unregulated over-the-counter (OTC) market, which the Exchange says increases transparency and price discovery.

Boosts Exchange Competition

The Exchange notes that other options exchanges have submitted identical proposals, and that allowing options on Commodity-Based Trust Shares could promote competition and multiple listings, which the Exchange says would benefit investors and the marketplace.

Existing Surveillance and Data Capacity Apply

Cboe says it will apply its existing surveillance program and reporting safeguards to options on Commodity-Based Trust Shares, and that market data (quotation and last sale) for these shares will be available via the Consolidated Tape Association and OPRA.
