New Source Review (NSR) Permit Changes
On January 7, 2025, the Antelope Valley Air Quality Management District submitted six permitting rules and one rule with limited approval/limited disapproval to revise its New Source Review (NSR) permitting program for new and modified sources under part D of title I of the Clean Air Act. If the EPA finalizes the proposal, these revised rules will be added to the District's portion of California's State Implementation Plan (SIP). The submission says the revisions address deficiencies identified in a previous limited disapproval and include other NSR-related changes.
Deferral of Clean Air Act Sanctions
Elsewhere in this Federal Register, the EPA is making an interim final determination that will stay or defer the imposition of Clean Air Act (CAA) sanctions associated with the Agency's previous limited disapproval action. That stay or deferral is related to the District rule submittal described in this proposal.
