Universities Seek Duty‑Free Research Lasers

Harvard, University of Colorado (JILA), Caltech, University of Washington, Rice, Columbia, Duke, and the Salk Institute applied to import narrow‑linewidth lasers and a three‑photon microscope from China duty‑free for use in university research and for training graduate, undergraduate, and postdoctoral researchers. Each applicant states there are no U.S. manufacturers of the same general category of instrument; the applications were accepted between December 6, 2024 and March 3, 2025.

Chance for Makers to Contest Imports

The International Trade Administration invited comments on whether equivalent scientific instruments are being manufactured in the United States; comments must comply with 15 CFR 301.5(a)(3) and (4) and be postmarked on or before May 1, 2025. Stakeholders who believe U.S. manufacturers make equivalent instruments can submit written comments to the Department of Commerce address or the provided email.
