Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Benefits moved offline after 3 months

If your SNAP EBT account is inactive for three or more months, the State may move your unused benefits offline. The agency must provide advance or concurrent notice when benefits are stored offline.

Expungement after nine months of inactivity

If your SNAP EBT account is inactive for nine months, the State may permanently expunge unused benefits from your account. The State must send an expungement notice at least 30 days before benefits are removed.

Reinstatement within 48 hours after contact

If a household contacts the State after an offline notice or reapplies for SNAP, the State agency must reinstate the stored benefits and make them available within 48 hours.

Timing of notice delivery

SNAP notices are mailed to the household's home address via the U.S. Postal Service. Offline-storage notices are sent up to 10 days before or at the time benefits move offline, and expungement notices are sent at least 30 days before removal.
