Employee Protections If Jobs Are Affected
If any railroad employee is adversely affected by the expiration of these trackage rights, the Surface Transportation Board will impose employee protective conditions set forth in Oregon Short Line (360 I.C.C. 91 (1979)). These protections apply in connection with the rights expiring at midnight on December 31, 2025.

BNSF's restricted local trackage rights over Union Pacific lines between Stockton and Keddie, California, will be allowed to expire at midnight on December 31, 2025. The rights covered two segments: 126.2 miles (UP milepost 93.2 at Stockton to UP milepost 219.4 at Elsey) and 61.3 miles (UP milepost 219.4 at Elsey to UP milepost 280.7 at Keddie) and were used to move empty and loaded unit ballast trains to and from the Elsey ballast pit.
