Offsets Offered to U.S. Automakers

If you are an automobile manufacturer, you can apply for import adjustment offset amounts created by Presidential Proclamation 10925 of April 29, 2025. The program is meant to encourage building cars in the United States and to reduce reliance on imported automobiles and parts.

Eligibility Requires Domestic Final Assembly Window

To be eligible, automobiles must have final assembly in the United States during the roughly two-year period from April 3, 2025, through April 30, 2027. Eligibility is based on domestic final assembly during that timeframe.

Unused Offsets Can Be Carried Forward

If you receive an import adjustment offset for qualifying cars assembled between April 3, 2025, and April 30, 2027, any unused approved offset amounts may be carried forward beyond April 30, 2027 until they are fully used. Carryforward lets manufacturers use awards later if not immediately exhausted.

No New Awards After April 30, 2027

No new import adjustment offset amounts will be granted for automobiles assembled after April 30, 2027. If you assemble cars after that date, you cannot receive new offsets for those assemblies.
