Commerce Reports Large Dumping Estimates

Commerce's initiation documents include estimated dumping margins for the investigations: China at 540.07 percent; Indonesia at 84.94 percent; and Vietnam at 138.04 to 152.41 percent. These estimates are part of the record used to start the investigations.

Investigations Started for Three Countries

On June 11, 2025, the U.S. Department of Commerce initiated less‑than‑fair‑value (antidumping) investigations into hardwood and decorative plywood from the People's Republic of China, Indonesia, and the Socialist Republic of Vietnam. Commerce will make preliminary determinations no later than 140 days after the initiations.

ITC Will Make Preliminary Injury Determinations

The U.S. International Trade Commission (ITC) will preliminarily decide within 45 days after the petitions were filed whether imports from China, Indonesia, and/or Vietnam are materially injuring, or threatening material injury to, a U.S. industry. A negative ITC finding for any country will terminate the investigation for that country.

Separate‑Rate Applications Required in NME Cases

For China and Vietnam (treated as non‑market‑economy countries), exporters and producers that want separate‑rate treatment must file separate rate applications. Under 19 CFR 351.108(d)(1), the separate rate application is due 21 days after publication of the initiation notice.

Periods of Investigation Defined

Commerce set the period of investigation (POI) for Indonesia as April 1, 2024 through March 31, 2025, and for China and Vietnam as October 1, 2024 through March 31, 2025. Sales and data from those dates will be in scope for the investigations.

Questionnaire Responses Due June 25, 2025

Commerce will issue quantity‑and‑value (Q&V) questionnaires and requires responses from potential producers/exporters by 5:00 p.m. Eastern Time on June 25, 2025. Firms that receive questionnaires or wish to be considered should file electronically via ACCESS by that deadline.
