EOCCs with UCI May Stay In Service
If you own or operate freight cars, an end-of-car cushioning unit (EOCC) that is operative and has a unit condition indicator (UCI) showing a non-discharged condition may remain in service even if clearly formed oil droplets are present. The change makes permanent the waiver relief so affected EOCCs can avoid immediate repair and downtime while continuing to operate.
Repair Duty Remains Without UCI
If an EOCC does not have a unit condition indicator (UCI), the regulation continues to require repair or replacement when clearly formed oil droplets are present. Owners/operators of freight cars without a UCI must still take EOCCs out of service for repair or replacement under that requirement.
