USDA defines “Federal public benefit”

The USDA issued its official interpretation of the term "Federal public benefit" as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Public Law 104-193; 8 U.S.C. 1611). This notice supersedes any prior USDA agency interpretations and preliminarily identifies which USDA programs fall within PRWORA’s scope, so people applying for USDA benefits should use this interpretation to know what is covered and when the rules apply.
