Summary
The USDA is updating sugar limits for beet and cane sugar producers for the 2025 year, covering October 2024 to September 2025. They’re also reallocating some sugar import amounts already expected. Plus, no sugar buying or selling will happen under the Feedstock Flexibility Program this year, so producers can plan ahead with confidence.
Analyzed Economic Effects
4 provisions identified: 1 benefits, 0 costs, 3 mixed.
Beet Sugar Allocations Revised
If you operate a sugar beet processing facility, USDA revised fiscal year (FY) 2025 (crop year 2024) beet sugar allocations that apply to beet sugar marketed in the U.S. from October 1, 2024, through September 30, 2025. The revision changes the allotments given to sugar beet processors for that marketing year.
Cane Sugar State Allotments Updated
If you operate a sugarcane processing facility, USDA revised state cane sugar allotments and allocations for FY 2025 (crop year 2024). These allotments apply to cane sugar marketed in the U.S. from October 1, 2024, through September 30, 2025.
Cane Import Allocations Reassigned
USDA reassigned FY 2025 cane sugar marketing allocations to raw cane sugar imports that were already anticipated. This reassignment applies to cane sugar marketed in the United States from October 1, 2024, through September 30, 2025.
No Feedstock Flexibility Purchases
The Commodity Credit Corporation (CCC) announced it does not expect to purchase or sell sugar under the Feedstock Flexibility Program for crop year 2024, which runs from October 1, 2024, through September 30, 2025. Producers can plan knowing the CCC will not be a buyer or seller under that program for the marketing year.
