New DoD CICA records system

The Department of Defense is creating a new system of records called Counterintelligence Investigations and Collection Activities (CICA), DoD-0025, to keep records about counterintelligence investigations and collection activities. The system is used to determine whether an individual is acting for or on behalf of foreign powers, organizations, persons, or international terrorist organizations. You may be affected if you are the subject of one of these investigations because records about you will be maintained in this system.

DoD proposes Privacy Act exemptions

The DoD is issuing a Notice of Proposed Rulemaking that would exempt the new CICA system (DoD-0025) from certain provisions of the Privacy Act of 1974. If you are involved in one of these counterintelligence investigations, those proposed exemptions could limit the application of some Privacy Act protections to records about you.
