FEMA and SBA Team Up to Stop Double-Dipping Disaster Cash

Published Date: 7/22/2025

Notice

Summary

DHS/FEMA and SBA are teaming up again to share info and make sure disaster survivors get the right help without getting double aid. They’re updating how they share data and extending their agreement for 18 more months, starting before August 21, 2025. This keeps disaster assistance smooth and fair, with no extra costs or delays for those affected.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Connect disaster survivors to SBA

DHS/FEMA will share records with the Small Business Administration (SBA) to connect disaster survivors with SBA disaster assistance. The updated matching program is being reestablished so those connections continue under the agreement that will be renewed before August 21, 2025.

Prevent and recover duplicate disaster aid

The agencies will compare federal records to prevent duplicative disaster aid and to recover aid when a duplication of benefits is identified. This matching program will be used to find and recoup duplicate payments made in response to the same disaster or emergency.

SBA loan status updates to FEMA

The matching program will provide updates on SBA loan status into DHS/FEMA's Individual Assistance System so FEMA can see SBA loan information for disaster applicants. This will allow DHS/FEMA to have updated SBA loan status information when managing individual assistance cases.

Agreement extended for 18 months

The current DHS/FEMA–SBA computer matching program, which would expire on August 21, 2025, is proposed to be reestablished for an additional 18 months starting before August 21, 2025. That extension continues the data-sharing activities described above for the stated period.
