No penalty without valid OMB control number

The FCC says it cannot conduct or sponsor a collection of information unless the collection displays a currently valid Office of Management and Budget (OMB) control number, and no person may be penalized for failing to comply with a collection that does not display a valid OMB control number. This protects people and businesses who are asked to fill FCC forms that lack a valid OMB number.
