Government Shuffles Leftover Energy Aid to Needy States

Published Date: 7/25/2025

Notice

Summary

The government is planning to shuffle some leftover 2024 energy help money to states, territories, and tribes that got 2025 awards but didn’t use all their 2024 funds. This means more cash can help families struggling to pay energy bills this year. No new groups can apply—just the original recipients getting a second chance to use extra funds.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Extra LIHEAP Cash Reallocated to States

If your low-income household gets help from the Low Income Home Energy Assistance Program (LIHEAP), your state, territory, or tribe that received a FY25 direct LIHEAP award may get extra FY24 funds to help pay energy bills. This action redistributes FY24 LIHEAP money that recipients were unable to obligate or carry over to FY25.

Only Original LIHEAP Recipients Eligible

Only states, territories, tribes, and tribal organizations that received FY25 direct LIHEAP awards may receive reallotted FY24 funds. No sub-recipients of those recipients or other entities may apply for these reallotted funds.
