Foreign owners must file AFIDA report
If you are a foreign person who buys, sells, or holds an interest in U.S. agricultural land, you must file an AFIDA Report (FSA-153) with the Farm Service Agency as required by the Agricultural Foreign Investment Disclosure Act (7 U.S.C. 3501-3508). You must report transactions and holdings and updates when your address, representative, citizenship status, or the use of the land changes.
Estimated paperwork burden and respondents
USDA estimates 4,350 respondents will submit AFIDA Reports, with total estimated burden of 2,088 hours for this information collection. Responding is required when agricultural land purchases or sales occur and when the foreign person's contact, representative, citizenship status, or land-use changes.
Electronic FSA-153 to be deployed
USDA plans to deploy an electronic, web-based version of the FSA-153 using the existing approved information collection (OMB Control Number 0560-0097). The agency said any future addition of new data elements would be announced separately for public notice and comment.
