Georgia Rail Project Gets After-the-Fact Exemptions

Savannah Industrial Logistics built a new rail line in Effingham County, Georgia, and Savannah Industrial Transportation is now leasing and running it. No labor-protective conditions for employees
The Board stated it may not impose labor protective conditions for Class III carriers receiving authority under 49 U.S.C. 10902, so no special labor-protection conditions will be imposed on SIT's employees as part of this exemption. The Board noted that statutory limits preclude imposing such conditions for Class III carriers.
New rail option for Facility shippers
The Surface Transportation Board granted after-the-fact exemptions allowing Savannah Industrial Logistics and Savannah Industrial Transportation to use and operate an approximately 11,404-foot rail line near Rincon, Georgia, and the decision is effective September 6, 2025. This gives current and future tenants at the industrial Facility an additional freight-rail option the Board says will support competition and encourage truck-to-rail diversions.
Required culvert and bridge inspections
As a condition of the exemptions, SIT must inspect all culverts and bridges along the previously constructed rail line semi-annually (or more frequently as seasonal flows dictate) for debris and promptly remove and properly dispose of debris to avoid flow blockages and flooding. The Board adopted this environmental mitigation measure in its Final Environmental Assessment on May 23, 2025.
