Starting in 2025, amounts for certain dairy articles are moved from the historical license category (Appendix 1) into the lottery (nonhistorical) license category (Appendix 2). If you are a dairy importer, you will enter a lottery for those licenses for the 2025 quota year instead of relying on past (historical) licenses.
