Notice

Summary

The U.S. government is looking into whether cheap freight rail couplers from the Czech Republic and India are hurting American businesses. They suspect these imports might be unfairly priced or subsidized, which could threaten U.S. jobs and companies. The investigation is moving to its final phase soon, so changes and possible duties could come in the near future.

ITC: U.S. coupler industry threatened

If you make freight rail couplers in the United States, the U.S. International Trade Commission determined on September 8, 2025 that there is a reasonable indication your industry is threatened with material injury by imports of freight rail couplers from the Czech Republic and India (HTSUS subheading 8607.30.10). The petitioners allege those imports are sold at less than fair value and that imports from India are subsidized.

Right to participate in final phase

Industrial users and representative consumer organizations have the right to appear as parties in the Commission's antidumping and countervailing duty investigations. The Commission commenced the final phase and will publish a final phase notice upon notice from the U.S. Department of Commerce of the relevant determinations; parties who entered appearances in the preliminary phase need not re-file for the final phase.
