HTSUS Tariff Changes on Japanese Goods

This notice amends the Harmonized Tariff Schedule of the United States (HTSUS) to implement changes to general tariffs on goods from Japan announced in the U.S.-Japan Agreement. The changes follow the President’s framework announced July 23, 2025 and Executive Order 14345 (issued September 4, 2025). If you import goods from Japan, these tariff changes could change the duties you pay on those imports.

Aircraft Imports (Civil Aircraft) Tariff Rule

The notice implements HTSUS changes for products of Japan that fall under the World Trade Organization Agreement on Trade in Civil Aircraft, except for unmanned aircraft. These changes were directed under Executive Order 14345 (September 4, 2025) and affect imports of covered civil aircraft from Japan.

Automobiles and Parts Tariff Adjustments

The notice amends the HTSUS to implement tariff provisions that apply to products of Japan subject to duties under Proclamation 10908 (Adjusting Imports of Automobiles and Automobile Parts Into the United States) of March 26, 2025. If you import Japanese automobiles or automobile parts covered by Proclamation 10908, these HTSUS changes will affect the duties you owe.
