Aeroflot barred from EAR transactions

Starting immediately on publication, PJSC Aeroflot is forbidden for one year (effective September 19, 2025 through September 19, 2026) from participating in any transaction involving commodities, software, or technology exported or to be exported from the United States that are subject to the Export Administration Regulations (EAR). The ban applies to Aeroflot itself and to its successors, assigns, agents, or employees, with a limited exception for activities directly related to safety of flight and authorized by the Bureau of Industry and Security (BIS).

U.S. persons barred from dealing with Aeroflot

No person may, directly or indirectly, export, reexport, or transfer (in-country) to or on behalf of Aeroflot any item subject to the EAR, or take actions that facilitate Aeroflot acquiring such items (including financing or support), acquire items from Aeroflot, obtain EAR items from Aeroflot with knowledge they will be exported, or service Aeroflot-owned items using EAR-controlled items. These prohibitions are effective immediately for one year (through September 19, 2026), except for activities directly related to safety of flight that BIS expressly authorizes under Section 764.3(a)(2).

Affiliates may be added after notice

The Order authorizes that, after notice and opportunity for comment, any person, firm, corporation, or business organization related to Aeroflot by ownership, control, responsibility, affiliation, or other trade connection may also be made subject to the Order. This extension can occur during the one-year effective period beginning September 19, 2025.
