Large pipeline build in Mississippi
Gulf South proposes to build the 103-mile, 36-inch Kosciusko Junction Pipeline and an 8-mile, 36-inch Columbia Gulf Lateral, plus multiple compressor stations and appurtenances in Attala, Clarke, Holmes, Humphreys, Jasper, Leake, Newton, and Sunflower Counties, Mississippi. The Project would create about 1.175 billion cubic feet per day (Bcf/d) of new capacity (1.1 Bcf/d subscribed to Southern Company Services, Florida Power & Light Company, and PowerSouth Energy Cooperative) and Gulf South estimates the Project cost at $1,031,400,000.
Clean Water Act Section 401 requirement
The Applicants state that a water quality certification under Section 401 of the Clean Water Act is required from the Mississippi Department of Environmental Quality for the Project. The Applicants are instructed to submit to the Commission the request for certification date and either the certifying agency's decision or evidence of waiver when available.
Texas Gas asset transfer and remaining shippers' capacity
Texas Gas proposes to sell the Greenville Lateral, Isola Compressor Station, and appurtenances to Gulf South, to install a 20,952 horsepower compressor at its Greenville CS, to abandon 420,000 Dth/d of mainline capacity to Gulf South by lease, and to acquire 595,000 Dth/d of capacity from Gulf South by lease; the Project will allow Texas Gas to transport up to 595,000 dekatherms per day (Dth/d) to the remaining shippers on the Greenville Lateral. Texas Gas estimates its Project cost at $79.5 million.

The deadline to file a motion to intervene or submit comments or protests is 5:00 p.m. Eastern Time on October 16, 2025; filings can be made via FERC eComment, eFiling, or by paper mail, and FERC staff will assist with eFiling.
90-day environmental review schedule rule
Within 90 days of this Notice, FERC staff will either complete its environmental review and place it in the public record or issue a Notice of Schedule for Environmental Review. If a Notice of Schedule is issued, it will indicate milestones and anticipated dates for the Final Environmental Impact Statement (FEIS) or Environmental Assessment (EA), and federal and state agencies will be notified to complete necessary federal authorizations within 90 days after issuance of the FEIS or EA.
