DOT Drug Tests Get 'Biological Truth' Overhaul: Urine Wins Again

Published Date: 10/1/2025

Proposed Rule

Summary

The Department of Transportation is updating its drug and alcohol testing rules to match a new executive order focused on protecting biological truth. This means some testing terms will change, and in certain cases, workers will need to provide urine samples instead of oral fluid tests, which aren’t ready yet. These updates mainly affect transportation workers and companies, with no big cost changes announced yet.

Urine Tests Replace Oral Fluid

If you are a transportation worker, the Department of Transportation proposes that in some situations you must provide a directly observed urine sample instead of an oral fluid test because oral fluid testing is not yet available. This supplement aligns testing terms with Executive Order 14168 and was published after an earlier NPRM on December 9, 2024.
