Summary
If you’re involved in importing goods that might be subject to special duties because of unfair pricing or government help, now’s your chance to ask the U.S. Department of Commerce to review those duties. This happens every year around the order’s anniversary, and it could affect how much money you pay or get back. Act fast—there are deadlines to join the review and comment on which companies get examined closely.

Deadline to Request Reviews — Oct 2025
If you are an interested party (importer, exporter, or producer) you may request an administrative review of the listed antidumping or countervailing duty orders for the anniversary month. Requests must be received not later than the last day of October 2025; if Commerce does not receive a request by that date, U.S. Customs and Border Protection will be instructed to assess duties on those entries at the cash deposit rate and continue collection of the existing cash deposit.
Respondent Selection: CBP Data, APO Release
If Commerce limits the number of respondents it will select based on U.S. Customs and Border Protection import data for the period of review and will release that CBP data under an Administrative Protective Order (APO) to parties with an APO within five days of the initiation notice. Commerce intends to make its respondent-selection decision within 35 days of publication of the initiation Federal Register notice and invites comments on respondent selection within five days after placing CBP data on the record.
Particular Market Situation Allegation Deadline
If you wish to submit a Particular Market Situation (PMS) allegation and supporting new factual information under section 773(e) of the Act, you must do so no later than 20 days after submission of initial Section D responses so Commerce has time to consider the submission.
Non-Market Economy (NME) Entity Review Treatment
Commerce will not consider the NME entity as an exporter subject to an administrative review unless Commerce specifically receives a request for, or self-initiates, a review of the NME entity. If an exporter is found to be part of the NME entity and no review of the NME entity was requested, the NME entity's rate will not change as a result of that review.
Collapsing and Quantity/Value Reporting Rules
Commerce generally will not perform collapsing analyses at the respondent selection phase unless there was a prior determination to collapse certain companies; companies previously collapsed must be identified and provide citations. If asked to complete a Quantity and Value Questionnaire for respondent selection, each company must report volume and value data separately unless it was collapsed in the most recently completed segment.
90-Day Withdrawal Window for Review Requests
A party that requests an administrative review may withdraw that request within 90 days of the publication date of the notice of initiation of the requested review, subject to possible Commerce extensions on a case-by-case basis.
Electronic Filing and Service via ACCESS Required
All requests for administrative review must be filed electronically in Commerce's ACCESS system and a copy of each request must be served on the petitioner and each exporter or producer specified in the request in accordance with 19 CFR 351.303(f)(1)(i).
Annual Inquiry Service List Update — 30-Day Window
Interested parties have 30 days after the date of this notice to submit new or amended entries of appearance to be included on updated annual inquiry service lists; Commerce will finalize the lists five business days thereafter. Petitioners and foreign governments, once initially placed, will be added automatically in future years but must amend their entries as needed.
