No race or sex presumptions

If your small business participates in the Disadvantaged Business Enterprise (DBE) or Airport Concession Disadvantaged Business Enterprise (ACDBE) programs, the Department of Transportation will no longer treat race or sex as automatic reasons for being considered socially or economically disadvantaged. The rule removes race- and sex-based presumptions of disadvantage to ensure the Programs operate in a nondiscriminatory way, effective immediately.
