US Adds 29 Risky Entities to Export Blacklist Shake-Up

29 Entities Added; Export Licenses Required

On October 8, 2025, the Department of Commerce added 29 entries (26 entities and 3 addresses) in China, Turkey, and the UAE to the Entity List. If you export, reexport, or transfer items subject to the Export Administration Regulations (EAR) to these listed parties, you must obtain a BIS license and license applications will be reviewed under a presumption of denial.

Specific China Addresses: CCL and EAR99 Licenses

Three China locations (Address 16, Address 17, and Address 18) were added. Licenses will be required for all entities at those addresses for items on the Commerce Control List (CCL) and for the EAR99 items listed in supplement no. 7 to part 746, and license reviews will carry a presumption of denial.

50% Ownership Rule Extends Restrictions

Entity List restrictions also apply to any foreign entity that is owned 50 percent or more (directly or indirectly) by one or more listed entities. If listed entities with different license rules own a foreign entity, the most restrictive license requirements apply, and exporters who cannot determine ownership must resolve Red Flag 29 or obtain a BIS license before proceeding.

Short Grace Period for Shipments En Route

Shipments that were en route aboard a carrier to a port of export, reexport, or transfer on October 8, 2025 may continue under their prior license-exception or NLR eligibility if the export, reexport, or transfer is completed no later than November 7, 2025.
