Registered Mail limited to letters

The Postal Service proposes that International Registered Mail will only be offered for letter-post small letters (P) and large letters (G) containing documents, and will not be available for small packets (E) containing goods. The Postal Service says it will remove the outbound Competitive International Registered Mail entry in MCS section 2615.2 and stop offering the registered feature for First-Class Package International Service (FCPIS) effective January 1, 2026.

Bulky letters format discontinued earlier

The Universal Postal Union amended rules to discontinue bulky letters (E) format effective January 1, 2027, but the Postal Service proposes to implement that discontinuation (and related MCS changes) on January 1, 2026. That means bulky-letter format items and related registered-mail options will be removed from U.S. competitive product listings starting January 1, 2026 under the Postal Service's proposal.
