U.S. Citizens by Birth Included

SAVE now covers U.S. citizens by birth as well as naturalized and certain acquired citizens. This change is effective upon publication (October 31, 2025) and means agencies may verify U.S. citizens by birth when deciding on benefits, licenses, or other lawful purposes.

Full/Partial SSN Matching Added

User agencies can now create SAVE cases using a full 9-digit or a partial Social Security number; initially this is limited to users who log into SAVE via a web browser. When a full or partial SSN is used, SAVE queries the Social Security Administration and returns match indicators and citizenship codes.

Expanded Data Sharing with SSA and Auditors

The SORN adds Routine Use L and M to permit sharing SAVE query data with the Social Security Administration and with federal, state, tribal, territorial, local, and other entities that have legal authority for auditing program requirements. The new or modified routine uses are effective December 1, 2025.

SAVE Authorized for Voter Verification

The SORN reinserts and clarifies voter registration/voter verification as a purpose of SAVE and adds the ability to verify U.S. citizens by birth for voter list maintenance, including via Social Security number matching. This administrative clarification follows Executive Orders cited in the notice and is part of the system changes effective upon publication.

Records Retained for Ten Years

SAVE records are retained for ten (10) years from the date of completion of verification; records tied to an ongoing investigation are kept until the investigation completes per the associated schedule. The 10-year period is based on applicable statutes of limitations referenced in the notice.

SAVE Not for Administrative Enforcement

The notice states that information in SAVE, including records submitted by the user agency, is not to be used for administrative (non-criminal) immigration enforcement purposes, citing the Immigration Reform and Control Act provision.

Bulk Upload (List Processor) Feature

User agencies can now upload a file with a list of multiple cases so SAVE creates individual cases automatically; initially this feature is available to users who log into SAVE via a web browser and is limited to enumerators such as an Alien Registration Number, Certificate number, or Social Security number. Agencies are instructed to resubmit with additional information when the process cannot return a response.

Driver's License Number Matching Planned

SAVE will use driver's license and state ID numbers to validate identity by checking state driver's licensing systems or national services like NLETS; the notice says the driver's license search functionality is not live at the time of publication but will be implemented in the foreseeable future.

No Transaction Fees for State/Local Users

SAVE has removed transaction charges for state, local, tribal, and territorial government agencies that use the system. Federal agencies remain subject to a fee to use SAVE.
