Summary

SEPTA gets extra time to finish two important safety fixes for its Silverliner IV trains—until November 14 and December 5, 2025. They also have three new safety rules to follow to keep passengers safe. All other safety rules still stand, so SEPTA’s on the clock but moving forward with safer rides!

Inspection Deadline Extended to Nov 14

SEPTA was given more time to finish the emergency mechanical inspections required by Condition No. 8. SEPTA must complete and certify all actions under Condition No. 8 no later than November 14, 2025.

Thermal-Circuit Install Deadline Set for Dec 5

SEPTA must install thermal protection circuits at all critical locations on every Silverliner IV EMU and certify completion no later than December 5, 2025. FRA denied SEPTA's requested extension to December 15 and set the December 5, 2025 deadline.

Train-Crew Safety Review Requirement

Starting on November 2, 2025, SEPTA must give every train crew a comprehensive safety review at the start of their first shift. The review must cover the safety failures that led to the Order, the Order's requirements, and procedures for identifying and reporting equipment defects; SEPTA must keep records of each review, including content and attendance, and make them available to FRA on request.

Mechanical-Employee Safety Review Requirement

Starting on November 2, 2025, SEPTA must give every mechanical employee a comprehensive safety review at the start of their first shift. The review must include the mechanical issues that led to the Order, the Order's requirements, inspection/test procedures developed under the Order, and significant root-cause findings; SEPTA must retain records of each review and provide them to FRA on request.

Weekly Inspection Review and Plan Updates

Until all Silverliner IV EMUs are properly inspected, repaired, and equipped with the required thermal protection circuits, SEPTA must review inspection findings at least weekly, update its Condition No. 1 plan and related notices/processes/procedures, and communicate any updates to employees via additional comprehensive safety reviews as needed.

Other Order Conditions and FRA Authority Continue

All other findings, conditions, and requirements of Emergency Order No. 34 remain in effect and unmodified by this notice. FRA retains its authority to remove Silverliner IV EMUs from service under the Order.
