EPA Approves Utah's 2008 Ozone Prong 2 Plan
The EPA is approving Utah's January 29, 2020 State Implementation Plan (SIP) as meeting the Clean Air Act "prong 2" requirement for the 2008 8-hour ozone standard. This approval (effective December 10, 2025) confirms Utah's plan prohibits emissions from within the State from interfering with maintenance of the 2008 ozone NAAQS in other states.
No New Federal Costs or Burdens Added
EPA states this approval "merely approves state law as meeting Federal requirements and does not impose additional requirements beyond those imposed by state law." The rule is certified as not having a significant economic impact on a substantial number of small entities.
Rule Does Not Apply to Indian Reservation Lands
The EPA states the SIP approval is not approved to apply on any Indian reservation land or in any other area where a Tribe has demonstrated jurisdiction. In those areas, this rule will not have Tribal implications and will not impose substantial direct costs on Tribal governments.
