One‑Year Renewal: Rossiya Export Ban

The Commerce Department renewed a temporary denial order on November 4, 2025 that immediately bars Rossiya Airlines from participating in any transaction involving items subject to the Export Administration Regulations (EAR). The Order is effective immediately and will remain in effect for one year (until November 4, 2026), and it notifies U.S. companies and individuals to avoid dealing with Rossiya on EAR‑controlled exports and reexports.

Aviation Exports Face License Denial Policy

Since February 24, 2022, BIS imposed a license requirement for the export, reexport, or transfer to Russia of aircraft and aircraft parts classified under ECCN 9A991 and will review such license applications under a policy of denial. U.S. exporters of aviation‑related items to Russia should expect license denials and constrained export options.

Servicing and Facilitation of EAR Items Is Prohibited

The Order bans any person from exporting, reexporting, transferring, financing, or servicing (including installation, maintenance, repair, modification, or testing) items subject to the EAR to or for Rossiya, except activities directly related to safety of flight authorized by BIS. U.S. service providers, freight forwarders, financers, and others who would facilitate such transactions must avoid those activities with Rossiya.
