From 12:01 a.m. Eastern on November 10, 2025, through 11:59 p.m. Eastern on November 9, 2026, no party will accrue liability for or be required to pay the fees on maritime transport services listed in Annexes I, II, or III of the April 23, 2025 notice (as modified). This means businesses that would have paid those Annex I–III fees get a one-year suspension of those charges.

One-Year Suspension of Duties on Cranes and Equipment

From 12:01 a.m. Eastern on November 10, 2025, through 11:59 p.m. Eastern on November 9, 2026, no party will accrue liability for or be required to pay the duties described in Annex V.A of the October 16, 2025 notice, including duties on ship-to-shore cranes and certain cargo handling equipment. Importers and companies that buy or use that equipment will not be required to pay those announced duties during the suspension period.

Tariff-List Dates Extended in HTSUS Headings

At 12:01 a.m. Eastern on November 10, 2025, Harmonized Tariff Schedule headings 9903.91.12, .13, .14, .15, and .16 are amended by replacing the date “November 9, 2025” with “November 10, 2026.” This formally extends the effective date for the listed tariff actions to November 10, 2026.
