EPA Approves Vermont Haze Plan

EPA is approving Vermont’s Regional Haze State Implementation Plan (submitted July 1, 2024) for the second implementation period and adding it into Vermont’s SIP. This approval is effective December 18, 2025 and confirms Vermont meets the Clean Air Act requirements for preventing and remedying regional haze in mandatory Class I Federal areas.

No New Federal Costs For Small Firms

EPA states this approval "does not impose additional requirements beyond those imposed by state law" and certified the action as not having a significant economic impact on a substantial number of small entities. The rule becomes effective December 18, 2025, so Vermont businesses are not being required to follow new federal controls as part of this approval.

Tribal Lands Excluded From Approval

EPA specifies this SIP approval is not approved to apply on any Indian reservation land or in any other area where a tribe has demonstrated jurisdiction. In those areas of Indian country, the rule will not impose substantial direct costs on tribal governments or preempt tribal law.
