Hexamine Import Drama: Schedule Shift After Shutdown Hiccup

Published Date: 11/20/2025

Notice

Summary

The U.S. International Trade Commission is updating the schedule for reviewing hexamine imports from Germany, India, and Saudi Arabia due to a government shutdown delay. Companies involved have until November 19, 2025, to submit short comments on recent duty decisions, with a key report coming out in early December. This affects importers and exporters by keeping the trade rules on hexamine moving, so everyone stays in the know and on track.

Deadline for Supplemental Comments

If you are an importer, exporter, or business owner involved in the hexamine investigations, you have until 5:15 p.m. on November 19, 2025 to file supplemental party comments on Commerce's final duty determinations. Use this date if you want the Commission to consider your short comments in the final phase of the proceeding.

Limits on Supplemental Comment Content

Supplemental comments due November 19, 2025 may only address Commerce's final countervailing duty findings for hexamine from India and final antidumping duty findings for hexamine from Germany, India, and Saudi Arabia. These comments may not include new factual information and may not exceed five (5) pages in length.

Staff Report Release Schedule

The Commission will place the supplemental staff report in the nonpublic record on December 2, 2025, and will issue a public version thereafter. If you are a party to the investigations, expect the nonpublic report on December 2, 2025 and a public report to follow.
