Provo & Salt Lake City Redesignated Attainment
On December 19, 2025, the EPA redesignates the Provo and Salt Lake City 2006 24-hour PM2.5 nonattainment areas to "attainment" under 40 CFR part 81. Upon that effective date, the official designation status for the listed portions of counties (the detailed township boundaries are in the rule) will be revised to attainment.
2035 Motor Vehicle Emission Budgets Approved
EPA approves the Provo and Salt Lake City 2035 motor vehicle emission budgets and finds them adequate for transportation conformity. Final 2035 budgets are: Provo — 1.5 tpd direct PM2.5, 6.5 tpd NOX, 7.0 tpd VOCs; Salt Lake City — 1.38 tpd direct PM2.5, 21.63 tpd NOX, 20.57 tpd VOCs.
EPA Finds No Significant Small-Business Burden
The EPA states this action approves state law meeting the Clean Air Act and "is certified as not having a significant economic impact on a substantial number of small entities" under the Regulatory Flexibility Act. The rule does not impose additional Federal requirements beyond state law.
