EPA Partly Upholds Permit Challenge

On September 16, 2025 the EPA Administrator issued an order that granted in part and denied in part a petition (filed September 20, 2024) asking the EPA to object to Title V operating permit no. 0060-OP24 issued to Neville Chemical Company in Neville Township, Allegheny County, Pennsylvania. The order accepts some of the petitioners' challenges and rejects others; the order itself explains the basis for EPA's decision.

Court Deadline to Challenge Denied Issues

Under Clean Air Act sections 307(b) and 505(b)(2), anyone seeking judicial review of portions of the EPA order that denied issues in the petition must file a petition for review in the U.S. Court of Appeals for the appropriate circuit no later than January 20, 2026.
