Who Qualifies for Fund Payments
You may be eligible to apply if you are: (1) a U.S. person with a final judgment against a state sponsor of terrorism under 28 U.S.C. 1605A or 1605(a)(7) (as in effect January 27, 2008); (2) a U.S. person taken and held hostage from the U.S. Embassy in Tehran between November 4, 1979 and January 20, 1981, or that person's spouse or child identified in case 1:00-CV-03110 (EGS); or (3) the personal representative of a deceased person in those categories.
What You Must Report to Get Paid
The application asks you to report information used to decide eligibility and the payment amount, including the amount of any compensatory damages in a final judgment and any payments from sources other than the USVSST Fund that you have received, are entitled to receive, or are scheduled to receive. The form also collects information to ensure the Fund does not pay individuals who are criminally culpable under section 20144(h) of the Act.
Updated USVSST Application Form
The Department of Justice is revising the United States Victims of State Sponsored Terrorism (USVSST) Fund application to make the process easier and clearer. The revision is a change to the previously approved information collection and the public can comment until January 26, 2026.
