Ten-Year Export Ban for Named Individual

Immediate Revocation of BIS Licenses
Any Bureau of Industry and Security (BIS) licenses or authorizations in which Kiilu had an interest at the time of his conviction have been revoked. The revocations are effective immediately under the Order.

From the date of the Order until February 1, 2034, no person may export, reexport, transfer to or on behalf of Kiilu, or facilitate his acquisition or control of items subject to the Export Administration Regulations (EAR). Order Can Extend To Related Parties
The Order authorizes making related persons, firms, or businesses (by ownership, control, position, affiliation, or connection) subject to the denial to prevent evasion. BIS may therefore apply the same restrictions to connected entities.
45-Day Appeal Right for Denied Person
Kiilu may file an appeal of this Order with the Under Secretary of Commerce for Industry and Security. The appeal must be filed within 45 days from the date of the Order and must comply with Part 756 of the Regulations.
